Provincial Nominee Programs (PNPs) are immigration programs that allow Canadian provinces and territories to nominate individuals for permanent residence who wish to settle in a specific province. Unlike Express Entry, which is federally regulated, PNPs are governed by individual provinces and territories.
Each province and territory has its own PNP with specific nomination limits and eligibility criteria. These programs often target students, skilled workers, and businesspeople to address regional labor and skill shortages.
Types of PNPs
- Base Streams: Applicants submit an Expression of Interest (EOI) directly to the province. If approved, they receive a Notification of Interest (NOI) or Nomination Letter (NL) to apply for permanent residence through the federal government.
- Express Entry-Aligned Streams (EE-PNP): Applicants must have a valid Express Entry profile indicating their interest in specific provinces. If selected by a province, they receive an invitation to apply and must submit an EOI to that province for a nomination.
A provincial nomination through Express Entry aligned streams adds 600 points to the applicant’s score, greatly improving their chances of receiving an invitation to apply for permanent residence.
Common PNP Requirements
There are over 80 PNP streams with varying requirements, including:
- Completion of post-secondary education in the province where the applicant resides
- Canadian work experience in a specific field
- Meeting minimum language requirements
- Personal connections to the province (e.g., family or friends, education)
- Minimum settlement funds
Some PNPs targeting foreign workers may also require employer involvement, such as providing a job offer, financial documents, and proof that no Canadian worker was available for the position.
