Provincial Nominee Programs (PNPs) are immigration programs that allow Canadian provinces and territories to nominate individuals for permanent residence who wish to settle in a specific province. Unlike Express Entry, which is federally regulated, PNPs are governed by individual provinces and territories.

Each province and territory has its own PNP with specific nomination limits and eligibility criteria. These programs often target students, skilled workers, and businesspeople to address regional labor and skill shortages.

Types of PNPs

  1. Base Streams: Applicants submit an Expression of Interest (EOI) directly to the province. If approved, they receive a Notification of Interest (NOI) or Nomination Letter (NL) to apply for permanent residence through the federal government.
  2. Express Entry-Aligned Streams (EE-PNP): Applicants must have a valid Express Entry profile indicating their interest in specific provinces. If selected by a province, they receive an invitation to apply and must submit an EOI to that province for a nomination.

A provincial nomination through Express Entry aligned streams adds 600 points to the applicant’s score, greatly improving their chances of receiving an invitation to apply for permanent residence.

Common PNP Requirements

There are over 80 PNP streams with varying requirements, including:

  • Completion of post-secondary education in the province where the applicant resides
  • Canadian work experience in a specific field
  • Meeting minimum language requirements
  • Personal connections to the province (e.g., family or friends, education)
  • Minimum settlement funds

Some PNPs targeting foreign workers may also require employer involvement, such as providing a job offer, financial documents, and proof that no Canadian worker was available for the position.

FAQs for Provincial Nominee Programs in Canada

PNPs allow Canadian provinces and territories to select immigrants who have the skills, education, or work experience needed in their region. If you receive a nomination, it significantly increases your chances of being approved for permanent residence through Immigration, Refugees and Citizenship Canada (IRCC).

Eligibility varies by province and by stream, but applicants are generally assessed on factors such as work experience, occupation demand, education, language ability, and ties to the province (like a job offer, prior study, or previous work experience). Each province sets its own criteria, so eligibility must be evaluated on a case-by-case basis.

Not always. Some PNP streams require a valid job offer from a Canadian employer, but others—such as certain Express Entry–aligned streams or international graduate streams—do not. Whether you need a job offer depends entirely on the provincial program you’re applying to.

Timelines vary by province and by the type of application. The nomination stage can take anywhere from a few weeks to several months, depending on provincial processing. After nomination, the federal permanent residence stage typically takes additional months. A lawyer can help ensure your application is complete and reduce delays.

Once nominated, you must apply for permanent residence through IRCC. If you applied through Express Entry, you’ll get an additional 600 Comprehensive Ranking System (CRS) points, almost guaranteeing an Invitation to Apply (ITA). If using a non-Express Entry stream, you submit a paper or online PR application directly to IRCC with your nomination certificate.
